I could. Where did you want it set? 15%?
And a good idea for attacking PhotoShop Freak may be to start wiping at his food supply (hazing) with your spies. Get his population down >> gets his income down. Some of us can do that while others use our spies to wipe at his cash. He has a great land army, so attacking his 5+ million cyborgs is going to be suicide. Best bet may be to attack either his air or sea. -----------------------

A quick tip: if you have money left over after all your turns are completed, deposit it into the bank before logging off. This prevents any states from gaining money while attacking - your money is not taken away.
If you have items that have been sold on the market, however, and someone attacks, then that profit you have gained can be taken, but deposit your money in the bank before you leave  -----------------------
