My first thought is not to make animated avatars. When I first proposed the whole "avatar" idea, several opposed it due to one of the concerns that animated avatars would start to show.
I mean we could check with Kad, but I know that he's trying to his best to optimize ComNet to increase load time (even on 56k modems). Still avatars are pretty bad as it is, so I don't know if he'll fly with animation.
As far as charging for avatars, by all means do so if you wish. As Yillis pointed, yes there are people that will do it for free, but that doesn't mean they're currently doing it. We've all got busy schedules, and if you're the only person making avatars, it's pretty smart trying to market off your skills. 
Hey, it worked for me way back when. :P
And Yillis, I'd say just stand aside and let Riqimo do whatever he wants with the avatars since you yourself are not doing anything, really, at the moment. -----------------------

I do avatars for free as well. Mostly for navy people. So I would say that it's a hard job.
Aside from slowing down the load time with animated avatars, simple gif animations are just plain annoying. most times. -----------------------

In any case, you should cut down on the animation - It's annoying.
My avatar is animated, but I have a mere two frames - 1.5 second delay (If I recall correctly from when I made it) between each frame, and I did it so I could preserve space on the avatar for my two characters. -----------------------
