On the medal database it says it is awarded every month, but I have never seen it issued.

Then you aren't watching close enough. We issued it at the end of the ESC. Generally it has never been issued with the sort of regularity that the description implies. It probably won't be, either, until:
1) Commanders submit people for the award
2) There are more members in general
3) People earn it (ohh, burn)
