BTW, I talked to my science teacher, and he said that there is no way to make rubbing alcohol into the drinking kind, due to the fact that it contains Methanol, which is somehow used to making fuel for cars.  He said to me "8 drops of that shit, and you are blind"  I took a fair warning, now snipes, don't try that crap or I may never see you again, or you see me either :P

Squall, your science teacher needs to go back and take some more Organic chemistry.

All you need is some ethene and water. The C=C will reduce into a c-c bond, with water depositing an -OH  on one of the carbons, giving you CH3-CH2OH, otherwise known as ethanol.2
Now to make it from isopropyl alcohol, you first need to halogenize it, then reduce it to form a C=C bond, aka propene. Then you have to react it with ozone to make an epoxide, which cleaves the one C-C bond, leaving you with ethene, then proceed as above.

Granted none of you can GET ozone, let alone pure bromine or Chlorine to do this...
