I see you've put some time into this so I'll try to do the same while addressing them. Others will have their own opinions I'm sure.
1. Cosmic Lance; Seems kinda like a munchkin-ish weapon in my mind. I know the navy is low on pilots, but that just takes all the fun out of things. Much less if an enemy develops/steals the same technology.
2. AAG: Perhaps something a wee-bit smaller might be more appropriate for use. Currently the primary anti-starfighter platform is the Lancer frigate, which is from 227-250 m in length. It can operate in space or atmosphere but is quite a large vessel when you get down to it. However, anything that size operating on repulsorlifts is just begging to be hit by long range missiles. Still, its not a bad idea by half.
3. Laser Chain Guns: What Star Wars does to solve this is to focus twin-, tri-, and quad-laser pairing. Let's face it, laser is just a light source for the most part and if you can triangulate a target and its distance, you can probably make the emitter adjust the beam just so slightly that all the beams hit about the same spot. So I guess I'm saying that this is probably already something that could be done with existing technology. If nothing else, an autoblaster has a similar effect with a lower weapons yield.
4. Intelligence Agency: The day I know the VE is going into the spy business, skulking around, pissing off our allies; that's the day you can kiss my *ss goodbye from this club. I've already seen one bestiality freak damn near ruin a pile of relationships because he thought he was god's gift to prepubescent geeks and fall on his face. I won't be sticking around the see a repeat.
5. Classified Items Sales: Basically, all bank transactions can be tracked. I think, if you ask really, really nicely, someone could rectify a bad deal IF you a) log EVERYTHING related to the deal, and b) send a nice detailed email concerning the problem to someone in charge.
6. Giant Shield Disruptors: The problem here is scale and energy. No way you can make a powerful enough shield disruptor that keeps a ship's size down. Also, it is a
very localized effect. This creates two problems. One, if you are at ramming speed you'll barely start affecting a shield before you begin cutting through it. Not too much positive effect there; some, but not to justify using that much technology. Two, you create a spatial anomaly that can be detected. What can be detected can be targeted. Another issue is cost. A simple craft with some engines and a good hull? Cheap. Cram some extremely high-tech in it? No one is going to want to justify the cost of using one.
7. Ion Missiles: Either XvT or XWA has some type of bomb that has a huge ionizing effect on shields. I forget what it is but I'm sure you could either use that with some type of heavy proton missile (at a payload reduction or something) or just use the old fashioned bomb. Someone might be able to help out on what that is.
