I would suggest something patterned more along the lines of the Rogue Squadron crest. In this case, I think it would be awesome to put the Tuk'ata's head in the 'hole' in the center of the Imperial emblem and then have a dozen Interceptor silhouettes surrounding the Emblem.
Subtext stating the name/motto isn't really necessary in my view, since the crest should be recognizable enough that people will know those things go along with it.
I'd also recommend giving it a clear background (or asking someone like Ron to do so for you) so that the white box disappears.

Insignias usually don't, or have very little words. When they do, the words are incorporated onto the insignia as part of the design. To be blunt, what you made was a banner, not an insignia. Like Drac said, the symbol alone should be enough to tell the viewer of what it stands for.

You're image is too busy.
I'd also suggest using a deep darker red for your font.
Decrease your font size at the top to about half and the middle font text as well.
Decrease your motto by a third and give your logo, ties and animal some space to breathe.
Replace the images of your ties with a better quality picture right now its extremely grainy. Also decrease the number there, because right now its leading the viewer away from what you are trying to focus the eye on. I'd say the middle 4.
Try those and see what the result is.
Looking at the general quality of you image, it might be a bad compression you used because your image in general is overall grainy. Always save an original copy of your work before reworking it, because each time it compresses again and again.
Its like drawing on a piece of paper, crumbling it. Drawing on it again and crumbling it again.
