I don't want to be a rain on the parade, but how many times must something fail before you call it a dead dog?
Reaper has tried, and failed to be active 3 times (while ran by 3 different commanders).
I don't think it's going to work.

it could work, however my perspective is that we've put the most active people in it.
those folks already have things going on (SC, or other things)
for it to be truly successful you need to find folks that are not in command positions, and have the time to devote to it.
if you look at those who have commanded it (Tal, Art, Den), they had no other story writing responsibilities.
and those that are truly active (Blue) also, no squadron responsibilities.
thought: make Reaper membership exclusive...like a Wing command position. if you're Reaper, you're nothing else.
then it may have the activity you want. That's what I've been thinking myself lately.. I saw you and Ibram active in your other duties, but just not as much time to put forth to Reaper.. and it's understandable. Only so many hours in the day and such. Unfortunately there just aren't enough competent bodies to fill regular squadrons and Reaper. Personally, I don't particulary feel that there is a need for an 'elite' body right now.
The attrition rate this place has been going through lately means that there are few veterens, and a lot of new people/middle rank people, and off the middle rank people, alot of them a dual-members from the army.
Either way, the new/middle people still have the incentive of working their way up to officer levels - throwing in Reaper will just confuse them, not to mention split their attention from their main duties especially with the army people, there's only so much they can do after all).
To be honest, Reaper is nothing more then an ego boost right now, and something that I feel has any trangible benefits to the navy. If anything, it highlights just Inactive we can be. If the supposeded 'elite' can't even keep up a coherent story line, what chance does anyone else have?
Not even the army, with greater numbers then we, are fielding an elite unit at the moment, there's probably no reason for us to either. We need to look at the entry level stuff, try and find ways to make recruits stick around when they join. Reaper Unit is disbanded. Not enough effort was put forth to justify its status. I highly recommend that the Navy not consider any extra task forces like this until squadrons are running smoothly and active.
