you can, but you would need two seperate characters to have both in one character would simply be absurd.

At one time it was possible to be active in both division at once. This was, however, before my time. For many, many years the policy has been that if a player wants to have a character in both divisions, that character must be a separate character. We have had a few characters over the years move from one division to the other, but I don't think any have actually been active in both at once. Fleet Admiral Japheth Cappadocious, Krath Templar

To be in both divisions, you need two separate accounts. You can't have one account and be in both divisions simply because - I don't believe - you can make that change on the Online Rosters. At the moment, I do not think we have scripting that allows the monthly payments/ranks/positions of both divisions to be assigned to one character. Cleric "Cosmic" Vor'soth

It's probably a good idea to work on one account for a while before even considering juggling two. It's important that you really work on your character and actively contribute to a division, and unless you have a lot of spare time I wouldn't recommend starting another.
I know some VE members have been able to effectively account jump, but if you've just started you might want to familiarize yourself with the club first.
