Catching the eye of your SL and such, perhaps, but not becoming a member of the High Council.  The High Council is composed of the divisional heads, meaning the only way you could be in the High Council is if you were the Prefect of the Army, Naval Commander in Chief, etc. Basically, you must be the head of a division. -----------------------

Actually, it works the other way around. Those who get onto the HC become filthy rich and powerful. Its a perk. :P
That said, yeah, the HC doesn't exaclty take applications and such. Its mostly just an administrative thing so that we can have our own comnet and other such batch utilities. :P -----------------------

Hmm... Yeah. I'd imagine getting into the HC would require alot of work, qualifications, and connections. Plus, there would have to be an opening, which probably isnt going to happen any time soon  -----------------------
