Raised as a slave on Tatoonie and escaped his owner at an early age (around 6).  Lived as a loner for approx. 4 years and became very street savy.  Adopted by former military (Special Forces Officer) who educated him and taught him the self-discipline of a soldier. Rommel is a very determined man and wants to follow his adoptive fathers path in the military.  Rommel is never satisfied with being average, wants to become a Special Forces Soldier.
  Rommel has a lot of self control and is very confident of his ablities.  His harsh life while a young child allows him to remain calm in tense/dangerous situations. Rommel is rumored to have taken the life of his former owner. The positive upbringing him received from his adoptive father makes hims very loyal to those who take care of him, it also makes him a very dangerous enemy.
  Rommel is already proficent in most small arms and in hand to hand combat.  His father ensured the Rommel rceived the best education offered on Tatoonie and Rommel finished first in his class.

But if he remained on that planet his master surely would have found him...also at what age was he found and raised by his father?,

because for instance some children wont accept a father figure in their life so easily since they are scared of being hurt again,

so he had to be found at very young age like 7,8 -10.

That is the years when a child's personality can be influenced easily by situations happening around them...
