The way things used to work, Flight Leader and Executive Officer were two separate positions. FLs command their particular flight and report to the Squadron Commander, who then reports to etc., etc. An XO is more unofficial, yet can have greater power. The XO is appointed by the Squadron Commander to be his/her #2 man/woman and can be anyone in the squadron, not just a flight leader.
At least, that's how we ran Aegis Squadron for a while back in the glory days. It worked rather well. -----------------------

how can someone be second or third in command if they dont have a somewhat a rank? -----------------------

If the squadron commander says someone is their XO, they they are. Rank means nothing in the VE next to position. -----------------------

Precisely. A Rear Admiral who is NCC has much more say than a Fleet Admiral who is, say, a ship captain.
Also, remember that there could be someone more experienced/qualified within the squadron. The flight leaders could be warrant officers, but the XO could be an ensign or a lieutenant. It all depends. -----------------------

Just remember that the chain of command follows position FIRST and then rank. For example, I am a Vice Admiral, and I am the NCC. If, for some random reason, someone from ages ago who was, say, a Fleet Admiral came back and I made them the NXO, I would still be the boss, even though they're several ranks higher than me, because I'm the NCC and they'd be the NXO. -----------------------

Chip, you can also put XO/FL/ then the rest of your ID line.
And Will, remember, you're "3rd in command" if it doesn't make sense to have someone who technically shouldn't be in that position because of given rank, I can always have you removed.   -----------------------
