When I accepted the position of Chief of Naval Operations, I didn't expect my first major administrative action would be the convening of a court martial.  And it's certainly not something I've enjoyed having to do.

The VE member known as Senior Crewman Xanatos - a.k.a. Master Chief Petty Officer (retired) Dunny - was readmitted to active duty service in the Vast Empire's Navy Division on strict probation, with express orders not to engage in any behaviors which might violate the Vast Empire Axiom.

It has come to my attention that those orders have been violated.  After taking testimony from multiple members of the VEN, I have weighed the charges and other circumstances of the case, and I have arrived at a verdict.

The VE member who has posted as Senior Crewman Xanatos - and as Master Chief Petty Officer (retired) Dunny - has been charged with the following violations of the Axiom:

Article 1, Chapter 1: Insolence (Class I Offense)
Article 1, Chapter 2: Insubordination (Class II Offense)
Article 1, Chapter 3: Gross Insubordination (Class III Offense)
Article 1, Chapter 4: Disorderly Conduct (Class I Offense)
Article 1, Chapter 5: Gross Disorderly Conduct (Class II Offense)
Article 1, Chapter 6: Conduct Unbecoming an Officer (Class III Offense)

As the member in question was under the strictest possible probation, even one unsubstantiated complaint of a single Offense (of any Class) would have been enough to require disciplinary action.  The terms of the defendant's return to duty were clear: he would conduct himself impeccably, or he would suffer the full weight of punishment.

Despite knowing those terms, the defendant has now been charged with the 6 serious Offenses listed above, any one of which would be grounds for disciplinary action even on its own.  I am compelled to act.

I also find that, out of the eight listed "Statutory Aggravating Factors" listed under Article 1, Chapter 1 of the Sentencing Guidelines, all but one of the factors are applicable to this case.

Taking all that into consideration, I hereby sentence Xanatos a.k.a. Dunny to be immediately and Dishonorably Discharged from the Vast Empire's Navy division.  He therefore loses all rank, seniority, and position in the division, effective immediately.  Finally, it is the decision of this court that Xanatos/Dunny has exhausted his supply of second chances, and is hereby Expelled from the Vast Empire's Navy division permanently.  This ruling is limited to participation in the VEN division only.
