The Outcast System is what Star Wars Galaxies will employ to allow communities to kick out trouble-makers -- sometimes permenantly -- from their areas/lands with a few clicks of a button.
PK'er bug you? Outcast him. Bandit robbing your towns? Outcast him. Dark Jedi causing carnage? Outcast him. A roving band of scurvy brigands sacking your town? Click-click-click -- they are outcasted! Stinks to be a criminal, eh?
The Outcast System essentially takes away the power from the wandering nomads/warriors and gives it to the homesteaders... the sawd-busters... the squatters... the pig-farmers... grrr!
