The new Academy system is split into 4 Echelon squads, or tiers, of training. Each Echelon has its own difficulty and topics for you to master.
It's basically a huge filter to seperate those who really want to be in the VE from those who just join for the hell of it. 
It also helps better prepare the recruits for active-duty writing challenges. -----------------------
