You get promotions through activity.

Activity:

1) Talking frequantly on ComNet. Also, it's "talking/communicating", not spamming.

2) Taking an active role in your squad - asking questions, offering assistance, completing your tasks, writing well, attending squad meetings, sending in weekly squad reports.

3) Chatting on mIRC (if you have it - Get mIRC Here) or Java Chat.
