Currently, the VE has one main 'Elite' division: the Dark Jedi Order.
Since it's creation though, the DJO has upped-the-bar on the writing skills applicants must posess before joining. Many of the VE's current members do, however, have great writing talent, and sometimes surpasses many of their fellow squadmates.
Unfortunately for this group of members, their writing has not fully come to that 'level' of writing skill, therefore, access to that division is restricted.
It is because of this, that I have the following suggestion:
For those who have the amazing potential to become even better writers than they already are, there should be another division for those members to apply for. Similar to the DJO, although not with the strict requirements. (mainly an incredible ability to produce a great piece of writing, as all the DJK's have) It doesn't mean that this division would be easy to get into, but merely a way for the described members to increase their skill, and hopefully reach that pinnacle that the DJK's have.
These members wouldn't have Force powers or lightsabers, (I know, I want one too...but hey...) but be able to wield a myriad of other weapons, such as Forcepikes, Electrostaffs, etc.
We could incorporate a unit similar to the Royal Guard. A division of the best Stormtroopers, although they have no indication of Force abilities at that time. Also, unlike the ones that are known to fans of the SW's universe, they could be the security of higher ARMY or NAVY officials, maybe even at the call of the Vast Empire High Council. Not only would these Guards perform security duties, but participate in high-risk missions, the ones that would only be trusted with the best-trained troopers available.
Again, this is mainly to give those members an opportunity to increase their writing talent, and be able to be active in something above the normal call of duty.

I reject this idea because I do not see enough activity in the Navy for me to want to have my members splitting time between the Navy and some other division.
The DJO does have high requirements, but we take many different things into account. One of those is potential. If we see that a person may not have top-tier writing but consistantly improves when given constructive critisism or has simply been steadily improving on their own, we will give very serious consideration to their application.
No one has applied to the DJO at all in the last two or three-ish months at this point. Anyone is welcome to submit an application, providing they meet the minimal published standards (ie: time in service and activity). This does not mean that we will not reject you, we have rejected many applicants in the past. We will, at least, consider all applicants that meet the minimal quantative standards. When we do, we'll scour comnet for your posts and perform a qualitive examination of your work and potential.
Personally, when I'm looking I consider things like story flow, plot pacing and simple grammar. Spelling is not as important to me since it is so easily correctable. I, myself, have terrible spelling and regularly employ a spell-checker for story posts. I almost never spellcheck standard comnet posts as they're simply too transitory for me to want to bother. The result is, for me, an increased focus on the ability to present the story you are attempting to tell well.
Anyhow, yeah. Long post short: I don't see a need for more divisions when activity is relatively low right now (at least in the Navy) and no one is even attempting to join the DJO in the first place. -----------------------

a second elite divison would defeat a purpose. it's like the AHL and the NHL, who cares about the AHL. -----------------------

Isn't that what ARC used to be for in the Army anyways? If it came back and had a reselection of its troopers and someone who had the time to start it up again, its purpose as an Elite squad would return. -----------------------

The Army already has something like this, as Kairo mentioned, the Advanced Recon Commandos (ARC).
Basically, the ARC is a squad composed of six army members who have shown great activity and have good writing skills. Although unlike the DJO, you do not apply for ARC, you are chosen.
If any of this is wrong, feel free to correct me.

It's more of an Elite Squad, but the people in ARC aren't taken out of their real squads. They have to do both their squad stories and the ARC stories that they are given. They are just something extra. That is why people are chosen, so only the people that are known to write and write a lot are chosen. Otherwise, nothing would get done in ARC. Of course, I think the people that were picked were three Veterans of the VE and three newer members that had some very good potential. -----------------------

The Advanced Recon Commandos are a squad unit that is part of the ARMY division, my idea was proposing an entirely new one.
...but hey, can't win 'em all right?

It's an interesting idea, but I'd have to side against it as well. The Dark Jedi Order does not look at writing alone in an individual. We evaluate their maturity, behavior, respect, and many other aspects alongside writing. Japheth mentioned that he doesn't use a spellchecker and such - that doesn't mean you guys need to start slacking off on your own grammar. Part of being "noticed" is your grammar being seen in every single post you make. Basically we think this: if you are too lazy to even check the spelling, grammar, and syntax of your own post, what makes you think the DJO would even be interested in accepting an application you send in?
The Navy did have an elite squadron back in my day - Viper Squadron. Then Kaph became the elite squadron, if memory serves. The Army has one because we have enough full squads to do so - enough activity, and we've nearly two platoons full (well, one nearly full and the second used to be full to capacity).
The main reason we don't accept applications often is because we are the elite division. If we accepted the above-average Joe, we wouldn't be elite. It'd be just like any other division, except our guys would be a little above and beyond. Currently, people are in "awe" of the DJO - they want to be in it, they strive to be in it. Having a secondary "mini-elite" division would destroy the purpose of having something "totally grand" to look forward to. It'd also be what Japheth said above: it'd divert the activity of those who are already in their primary divisions. -----------------------

if what i've heard was correct, and that i heard them correctly, the Navy havent had any elite squadrons after Aegis was disbanded, and the Navy went on a down hill until only about a half year ago as it started to grow again. -----------------------
