Not really. In an RPG, you are your character, pretty much. You can do pretty much whatever you want to. If you are locked in a tower, surrounded by Rebel Troopers with blasters pointed at you, and you want to tap dance, you can tap dance. It would be dumb, and you would prolly be shot for your efforts, but you can tap dance. In the game there are the players and the gamemaster. The gamemaster controlls all. He sets the scene, he controls everything that happens, and all the people in the galaxy besides the players' characters. He also determines the difficulty, or DC, of actions. All actions success depends on the roll of the die, be it shooting, piloting, or using a computer. The die roll is added to whatever bonuses your character has, then it either succeeds or fails based on whether or not it exceeds the DC that the Gamemaster set. I'd get into a lot ore detail, but time is limited, and I still have a ton of homework to do.
