Okay, I'm too lazy to look this up and have not heard anything about this, but does this game have a monthly subscription fee? And if so, how much is it going to be?

The expected fee for it is $15 per month. If its anything like other MMOs, you can probably get a bit of a discount by purchasing more than one month at a time.
