Simply do the following settings:

OOC:

Connect to IRC: Other Server..
Server: "irc.fossiltechnology.com"
Nick: Your Callsign or whatever
Channel(s): #Vast_Empire

I cannot guarantee that this will work for everyone, as it largely depends on how they block your IRC, however I am sure that it will work in most cases.  By using this you also waive me of anything that may result of your using this.
