Cant connect to IRC

I'm aware the IRC is running, as I've been told via msn. However, for some reason I cant connect. My normal IRC client, Chatzilla, gives me this message -

[INFO] Connecting to irc://irc.vastempire.com/ (irc://irc.vastempire.com/)… [Cancel]
ERROR] Connection to irc://irc.vastempire.com/ (irc://irc.vastempire.com/) timed out. [Help] Reconnecting in 15 seconds. [Cancel]

Repeatedly.

If I try the java chat, I get this
[16:38] Connecting...
[16:38] Unable to connect : java.net.ConnectException : Connection timed out: connect

Any ideas on whats up? The help on Firefox's website is useless, it just says that either the firewall is blocking it, or the IRC is down, and I know for a fact both of those are wrong.

If you're on a wireless connection, it might be port forwarding.

Or if you've recently installed anti-virus, turn that off or make IRC an exception.
