On his superiors reccomendation, Warrant Officer 1st Class Kain Rennok has been accepted to undergo a FOCE Examination.
He is herby promoted to Officer Candidate, for the duration of the exam. Congratulations 
In a few weeks, he'll either be WO1 Kain Rennok again or 2LT Kain Rennok  -----------------------

FOCE = Fleet Officer Command Examination
Yes, Kain Rennok is now an Officer Candidate, the most junior officer rank in the Navy - so in theory, you have to call him sir 
Anyway, he will undergo a 2-4 week long examination, given and observed by myself and my adjutants. If he scores well, he will almost certainly be promoted to 2nd Lieutenant and awarded the =FOCE= award.
And he has deserved it -----------------------
