I propose that each squad has an attachment of 3 troopers added on the roster. In general these are to add some flexibility with regards to squad numbers and to make sure that the number of proper squad members remains an accurate reflection of their position. They have several rules attached as follows:
No troopers in an attachment can stay there for more than one month. At the end of the month they must be moved to another proper squad position, a command position or to an inactive status (reserves, Awol etc)
All returning veterans are required to go into an attachment. This must be applied across the board unless someone is taking up a command position (PC or above) to make sure that people do not believe favouritism is being shown. A lot of returnees appear for a period of time, fail to post more than a couple of times and then leave again. By placing them in attachments we can gauge their level of commitment before affording them a squad place.
All Graduating recruits are required to do a months internship with a squad. In story they have not yet proved themselves in battle enough to join a SCOPE unit and use regular stormtrooper equipment. At the end of this month it is expected that they will either return to the academy, move to an inactive status (Awol, reserves etc) or join the squad they are attached to. In rare cases there may be an argument made for the trooper to take up a permanent position in a squad other than the one they are attached to. This must be discussed by the trooper, the two respective squad leaders and the platoon commander. During this "Internship" academy staff should try, if possible, to maintain links with these troopers so that they can ask questions or voice concerns to someone other than their new SL.
The other use for attachments and the only time they can be used for more than a month for any individual is before a planned expansion of the army. By temporarily upping the squads to 12 members command can gauge the necessity of adding more squads to the roster before making any changes.
