I will just bullet point the first meeting.

- High Admiral Japheth retired from the position of Naval Commander in Chief.
- Captain Denethor voted as the new NCC  and promoted to the rank of Rear Admiral.
- Commodore Shazam replaces Rear Admiral Denethor as NXO.
- Lieutenant Commander Arturus removed from active duty as the Naval Operations Officer and is given the status of Advisor.
- Naval Operations Officer renamed to Naval Logistics Officer.
- Adjutant to Naval Training Officer and Naval Logistics Officer changed to Naval Training Executive Officer and Naval Logistics Executive Officer.
- All Adjutants and XOs to the NHC will be named by the person holding the respective NHC office.
- Specific New member placement is now determined by the Wing Commander, not the NTO.
- Ensign Atrasin is named the new Wing Commander of Phoenix Wing, and promoted to the rank of Lieutenant Commander.
- Ensign Ibram Tyrol is promoted to the rank of 1st Lieutenant.
- Master Chief Petty Officer Hunter-Morrell is named is the new Squadron Commander of Nazgul and promoted to the rank of Warrant Officer 2nd Class.
- Petty Officer Drac named the new XO of Nazgul and promoted to the rank of Chief Petty Officer.
- 2LT Willtconq moved to the 2nd Flight Leader of Nazgul.

Second Naval Commanders Meeting:

- The recent changes to the Navy High Command has been approved by the VE High Council, including Talon and Kadann.
- Vermin AWOLed, Jolinar, Stormrider, Valkyrie and Carpet transferred to reserves.
- The position and duties of the NLO clarified.
- Riqimo becomes the new NLO.
- Promotion to StOrMz, and others already recommended.
- Atrasin appointed the coordinator for the CSS program. He is to organize the many versions of suggested structures and prepare a presentable report to the Committee in 2 weeks.
- The CSS is due for full implementation(Testing Phase) by New Year.
- All Academy Testings are hereby suspended. See Navy Notes topic
- Any and all relations between Rank and Positions will be removed.
- New promotion system, point based, will be further debated on in detail for implementation in the near future.
- The point system will halt at the Officer ranks. All officer ranks will follow old system of promotion when deemed deserving.

Notes from the 4th NCM 13/12/2009:

- WC moved up to NHC status (waiting approval from VEHC)
- NACC moved to Adjutant to NCC/NXO status.
- A new, third, squadron will be opened by new year with LCM Atrasin as the temporary Squadron Commander. All other members will be selected in the up coming weeks.
- RES Program is a go for Viper Squadron. Expect it to be implemented in the next week. Nazgul will receive their implementation after the current story ends.
- CSS has been approved by Commodore Shazam. At this time, only Squadron Commanders are allowed in the program. Please send your applications to Shazam through ComNet PMs for evaluation and possible placement. Expected time of implementation: New year.
- VENA is working on some better tests that focuses on ability rather than knowledge. Expect to see some of those soon.
- New ID Line format proposed and adopted by the NAC. see report from the Logistics Officer for more information.

Okay, seeing how there's still quite a bit of ambiguity in regard to the position of Master at Arms, I will do my best to clear things up.

Naval Master at Arms:

The Master at Arms sits as the Adjutant to the NCC. The basic duty of an Master at Arms is to enforce rules and regulations, maintain good order and discipline, and protect life and property. This individual reports solely to the NCC and NXO.

By enforce, the Master at Arms is entitled to enforce any and all orders, decisions, regulations made by the NCC and the NXO. The NMA is also entitled to enforce decisions made during the Naval Commaders' Meetings. The NMA is entitled to enforce both the method as well as time of the decisions by any appropriate means in accordance to the CoC. The NMA's authorities extend to all branches of the navy including, but not limited to, the Star Fighter Corps,  and the Naval Academy. 

The Master at Arms also sits as the Chairman of the Naval Advisory Committee and thus has the authority to call for one if he or she deems necessary.

As the NCC and NXO's "right hand", the Master at Arms has the authority to resolve any issues or disputes and take actions if needed in accordance to the CoC.

Notes from the 7th NCM, May 2, 2010

- Stewart-Power promoted to the rank of Chief Petty Officer for his exceptional work in the last few months as well as in conjunction to his promotion to the position of Flight Leader.
- Amacuse promoted to the rank of Petty Officer 2nd Class for his outstanding work and initiative since joining the Navy.
- First portion of the new FL proposal was met with resistance and will be postponed after further discussions can be made.
- Second portion of the proposal passed and signed into effect by Admiral Denethor: the position of Squadron Executive Officer will be moved to the position of A-2 and serve as the Squadron Commander's wingman, thus freeing up a Flight Leader position which should be filled by next week.
