How can I complete training again and how do I rank up?

well, I'm not sure what you mean by complete training again but yuo must do basically all that your trainer asks you to do and then normally take an exam and then write the first instalment in your spec stories.

ranking up is up to your superior officers, normally your squad leaders when you get placed, some get promoted when they graduate.
