The DJO does not determine membership simply based on the length of time you have been here. That is certainly an aspect, but overall writing skill, and a capacity to evolve that writing skill are generally considered to be more important.
If you have been in and out of the VE a number of times, it will be extremely difficult for Japh and other members of the order to track your writing progress. Also, with such short periods of time available for character development, I doubt you have been able to progress far with your writing style. As such, you haven't really shown your full potential as a writer.
I don't speak for the DJO, but I suggest you pick a character and stay with them. Keep on participating, but in particular, look at showing off your capacity as a writer in squad stories, specialty stories and personal stories that you can post up for comment.
That's the best way to get noticed
