The Vast Empire Axiom (including the Penal Code and Sentencing Guidelines sections) is in effect at all times in the Vast Empire, as is the Code of Conduct for IRC chat.

In addition to these club-wide standards of behavior, though, the Army and Naval High Command has seen fit to introduce a set of more stringent policies to both divisions.  These more specific and more comprehensive policies are listed in this thread, and all members are hereby subject to their terms and conditions.

First, the Code of Conduct has been revised, reorganizing its rules and adding a few important clauses.

Second, a brand-new Anti-Discrimination Policy has been drafted.

Third, a brand-new Policy on Sexual Harassment has been drafted.

Fourth, a Policy on Complaint Resolution has been drafted, which clarifies the procedures the Army and Navy High Command will use to determine whether or not the above policies have been violated.

Any questions about these new policies may be directed to the Naval Commander in Chief, Prefect of the Army or the Chief of Naval Operations.

The Code of Conduct for the Vast Empire’s IRC chat:

The Vast Empire’s Code of Conduct is designed to provide a basic understanding of what’s allowed and not allowed in our IRC chat.  The following are the principles which underlie the CoC, and which guide its enforcement:
* We want to ensure a friendly atmosphere for members and visitors alike
* We want to ensure the privacy of our members and visitors alike
* We want to comply with existing laws
* We want to encourage responsible use of IRC chat, and discourage activities which disrupt our community and reduce the value of our services to members and visitors alike
* We want to encourage freedom of expression and exchange of information in a mature and responsible manner, and we want to establish a safe, respectful environment for members and visitors alike.

Section 1: Rules about the VE Command Hierarchy, which is always in effect on IRC.

Rule #1: DO obey your superiors
If a member in a superior position gives an order to a subordinate, whether VE- or IRC-related, the order must be followed.  Similarly, if a higher-ranked member gives an order to a subordinate, the order must be followed.  Position always supercedes rank.
Violations of this rule will be treated as anything from a Class I to a Class III Offense, depending on severity, and will be punished accordingly.

Rule #2: DO heed an op’s warnings/requests
If an op or “sub-op” gives a warning or asks a person to cease an activity, it should be treated as an order, and immediately followed.  After one warning, if the person continues to misbehave, violate the Code of Conduct, or ignore the chain of command, that person may be kicked or banned, depending on the offense.
Violations of this rule will be treated as anything from a Class I to a Class III Offense, depending on severity, and will be punished accordingly.

Rule #3: Do NOT argue with your superiors or an op in public
If an op or a member in a superior position/rank gives an order, kicks a person, or sets a ban, you may not contradict them or argue with them in public.  If you disagree with the order or action, speak to them in private, or consult with their superiors.
Violations of this rule will be treated as anything from a Class I to a Class III Offense, depending on severity, and will be punished accordingly.

Rule #4: Do NOT misrepresent yourself
If you pretend to be someone that you are not, whether by changing your nick to indicate a rank you do not hold, or by changing your nick to another person’s known nick, or by completely changing your IRC information (ident, hostmark, etc.), you will be subject to an immediate kick.  These actions are known collectively as “impersonating an officer,” and they are all unacceptable.
Violations of this rule will be treated as anything from a Class I to a Class III Offense, depending on severity, and will be punished accordingly.

Section 2: Rules defining minimum standards of behavior

Rule #5: Do NOT swear: profanity of all kinds is forbidden in VE channels.  You may not use swear words, whether from English (the default language of all VE channels) or any other language, and suggested swearing is also forbidden.
Violations of this rule will be treated as anything from a Class I to a Class III Offense, depending on severity, and will be punished accordingly.

Rule #6: Do NOT insult others: insulting anyone in VE channels is absolutely unacceptable, and will not be tolerated.  This includes any and all insults about a person’s age, race, ethnicity, nationality, gender identity, sex, sexual orientation, disability status, religious beliefs, and/or creed.  The person who types an insult does not get to decide whether or not it “is just a joke”; that is the prerogative of others in the channel, especially any person(s) targeted by the insult.
Violations of this rule will be treated as anything from a Class I to a Class III Offense, depending on severity, and will be punished accordingly.

Rule #7: Do NOT annoy others: different people have different triggers for annoyance, so err on the side of caution with your behavior, actions, and words.  Any ops or “sub-ops” present may decide what action is to be taken, and when, regarding violations of this rule.
Violations of this rule will be treated as either a Class I or a Class II Offense, depending on severity, and will be punished accordingly.

Rule #8: Do NOT be aggressive in any way in VE channels: when chatting on VE-related channels, you may not confront other members in an adversarial manner, start arguments, or put others down.  In the event of a disagreement, anyone who escalates the situation, or who actively encourages fighting, will be considered in violation of this rule.  All people are on IRC for enjoyment and civil discussion, and anyone frustrating that pursuit will be removed.  If anyone is overtly aggressive, report them.
Violations of this rule will be treated as anything from a Class I to a Class III Offense, depending on severity, and will be punished accordingly.

Rule #9: Do NOT harass others: when chatting, you may neither bully, nor sexually harass, anyone else.  Sexual harassment is a specific and serious form of harassment: it is unwelcome sexual behavior, which could be expected to make a person feel offended, humiliated, or intimidated (examples include: commenting about a person’s private life or the way they look; sexually suggestive behavior, such as leering or staring, even “virtually” in an IRC channel; brushing up against someone, touching, fondling, or hugging, even over IRC; sexually-suggestive comments or jokes; displaying offensive screen savers, photos, calendars, or objects, or linking to same; repeated requests to go out; requests for sex; sexually explicit chat content of all kinds)
Violations of this rule will be treated as either a Class II or a Class III Offense, depending on severity, and will be punished accordingly.

Section 3: Rules defining minimum standards of IRC-specific behavior

Rule #10: Do NOT over-use colors: colors on an IRC channel are considered bad netiquette, but are allowed in specific cases.  Constant use of colors, or the use of garish colors that annoy other members, is impermissible.
Violations of this rule will be treated as either a Class I or a Class II Offense, depending on severity, and will be punished accordingly.

Rule #11: Do NOT flood the channel, or flood people individually: flooding is the term for inputting a large amount of text in a short amount of time, to disrupt the chat or cause the channel to malfunction, and will not be tolerated.  Flooding members on the channel separately with text, pings, or any other method is also unacceptable, and can result in a kick or a ban from the channel.
Violations of this rule will be treated as either a Class I or a Class II Offense, depending on severity, and will be punished accordingly.

Rule #12: Do NOT bring clones on a channel: cloning is when a person enters a channel when they are already present, resulting in two (or more) copies of themselves on the same channel.  This is not tolerated on any VE channel and all clones will be banned.  Caution should be exercised, though, to make sure a suspected clone is not a ghost.
Violations of this rule will be treated as either a Class I or a Class II Offense, depending on severity, and will be punished accordingly.

Rule #13: Do NOT take advantage of a Service error or netsplit: when ChanServ leaves the channel, or a server is split from the Network and the channel is effectively in two places, members may mistakenly be given ops.  It is forbidden in these situations to op other non ops; only those who are meant to have ops usually may hold ops in these situations.
Violations of this rule will be treated as anything from a Class I to a Class III Offense, depending on severity, and will be punished accordingly.

Rule #14: Do NOT use unauthorized bots in VE channels: all bots that are to be used in VE channels must first be approved by the HC.  This means you must send a copy of the script and any relevant information about the bot to the HC directly, and wait for approval, before use in a VE channel.  If an unauthorized bot is discovered, both the bot and owner will be banned.
Violations of this rule will be treated as anything from a Class I to a Class III Offense, depending on severity, and will be punished accordingly.

Section 4: Rules defining minimum standards of behavior for ops

Rule #15: Do NOT abuse ops or X-bot access: kicking or banning without reason or proper cause, or threatening to kick/ban without reason or proper cause, constitutes abuse of ops and/or X-bot access.  Changing the topic and/or channel modes unnecessarily is also considered abuse.  Remember Rule #3: if you disagree with the actions or orders of a superior or op, speak to them in private, or consult with their superiors.
Violations of this rule will be treated as anything from a Class I to a Class III Offense, depending on severity, and will be punished accordingly.

THE VAST EMPIRE’S EQUAL OPPORTUNITY POLICY



Scope

This policy applies to:
• all members of the Vast Empire’s High Command
• all members of the VE’s general membership
• all new members of the VE, even while still undergoing training
• how the Vast Empire provides services to its member base and how it interacts with other online entities and fan organizations
• all aspects of recruitment, training, promotion, conditions and benefits, task allocation, leave arrangements, writing/activity assignments
• on-site activity, on vastempire.com or on the ComNet or on IRC, off-site activity, on facebook or other social media; club-related social functions; conferences - wherever and whenever VE members may be as a result of their VE duties
• how members of the VE treat other members of the VE, persons visiting the VE, and other members of the public encountered in the course of their VE duties


Aims

The Vast Empire is committed to providing a safe, flexible, and respectful environment for members and visitors, free from all forms of discrimination, bullying, and sexual harassment.

All members of the Vast Empire are required to treat others with dignity, courtesy, and respect.

By effectively implementing and maintaining our Equal Opportunity Policy, we will attract and retain talented members and foster and preserve a positive environment for members and visitors alike.


Member rights and responsibilities

All members are entitled to:
• recruitment and promotion decisions based on merit and not affected by irrelevant personal characteristics
• a casual role-playing and shared storytelling environment free from any discrimination, bullying, sexual harassment, and vilification
• the right to raise issues or to make an enquiry or complaint in a reasonable and respectful manner without being victimized (see The Vast Empire’s Policy and Procedure on Complaint Resolution).
• reasonable flexibility in determining AWOL status, especially where needed to accommodate their family and career responsibilities, disability, religion, or culture.

All members must:
• follow the standards of behavior outlined in this policy
• offer support to people who experience discrimination, sexual harassment, or villification, including providing information about how to make a complaint
• avoid gossip and respect the confidentiality of complaint resolution procedures
• treat everyone with dignity, courtesy, and respect

Additional responsibilities of members in leadership positions:
• model appropriate standards of behavior
• take steps to educate and make sure their subordinates are aware of their obligations under this policy
• intervene quickly and appropriately when they become aware of inappropriate behavior
• act fairly to resolve issues and enforce VE behavioral standards, making sure relevant parties are heard
• help members resolve complaints informally
• refer formal complaints about breaches of this policy to the appropriate complaint-handling officer, for formal investigation
• ensure members who raise an issue or make a complaint are not victimized
• ensure that recruitment and promotion decisions are based on merit and that no discriminatory requests for information are made


Unacceptable conduct

The following behaviors are unacceptable in the Vast Empire, and may be against the law in some countries.  Members (including those in leadership positions) found to have engages in such conduct may be informally counseled, formally warned, or disciplined, in accordance with the Vast Empire Axiom and other standing policies.  Severe or repeated breaches can lead to formal discipline up to and including a permanent ban.

Discrimination, bullying, sexual harassment, and vilification are unacceptable in The Vast Empire.

Discrimination

Discrimination is treating, or proposing to treat, someone unfavorably because of a personal characteristic protected by this policy, such as age, race, ethnicity, nationality, gender identity, sex, sexual orientation, disability status, religious beliefs, and/or creed.
Discrimination can occur:
Directly, when a person or group is treated unfavorably because of a personal characteristic protected by this policy (example: a member of the Stormtrooper Corps is harassed and humiliated because of her race.).
Indirectly, when an unreasonable requirement, condition, or practice is imposed that has, or is likely to have, the effect of disadvantaging people with a personal characteristic protected by this policy (example: the Navy implements stringent new activity requirements, including daily posts to the ComNet, which would be significantly harder for disabled members to do.).

Personal characteristics protected by this policy:
• age, whether young or old, or because of age in general (although, all members must be at least 13 years old to participate in the Vast Empire)
• race, color, descent, nationality, ancestry, or ethnic background
• sex
• sexual orientation or gender identity, including gay, lesbian, bisexual, transsexual, transgender, queer, asexual, or heterosexual
• lawful sexual activity
• a disability, disease, or injury
• religious belief or taking part in religious activity, or not holding religious beliefs
• political belief or political activity
• history and activity within the Vast Empire (example: a member who has violated the axiom, and then been punished, should not be treated differently than any other member)
• physical features, including (but not limited to) height, weight, size, hair or lack of hair, or birthmarks
• parental status, for example because they are responsible for caring for children or other dependents
• marital status, whether married, divorced, unmarried, or in a de facto relationship
• an association with someone who has, or is assumed to have, one of these characteristics, such as being the primary caregiver of a person with a disability

It is also against this policy to treat someone unfavorably because you assume they have a personal characteristic or may have it at some time in the future.

A complaint about potentially discriminatory conduct can be made using the Vast Empire’s Policy and Procedure for Complaint Resolution.

Bullying

If someone is being bullied because of a personal characteristic protected by this policy, it is a form of discrimination.

Bullying can take many forms, including jokes, teasing, nicknames, emails, pictures, text messages, ComNet messages, social isolation tactics (ignoring people in coordinated campaigns), or unfair practices on the part of VE superiors in relation to promotion, transfer, and/or disciplinary actions.

This behavior does not have to be repeated to be discrimination - it may be a one-off event.

Behaviors that may constitute bullying include:
• sarcasm and other forms of demeaning language
• threats, abuse, shouting, or “flooding” a ComNet message inbox or IRC
• coercion
• isolation
• inappropriate blaming
• ganging up
• recurring unconstructive criticism
• deliberately withholding information that a member needs to fulfill their duties in the club, or denying them access to their entitlements
• unreasonable refusal of requests for leave, or other VE benefits

Bullying is unacceptable in the Vast Empire, and will not be tolerated.

A complaint about bullying can be made using the Vast Empire’s Policy and Procedure on Complaint Resolution.

Sexual harassment

Sexual harassment is a specific and serious form of harassment.  It is unwelcome sexual behavior, which could be expected to make a person feel offended, humiliated, or intimidated.  Sexual harassment can be physical, spoken, or - most importantly, given the fact that the VE is largely an online entity - written.  It can include:
• comments about a person’s private life or the way they look
• sexually suggestive behavior, such as leering or staring (this includes doing such things “virtually” in an IRC channel)
• brushing up against someone, touching, fondling, or hugging (including over IRC)
• sexually-suggestive comments or jokes
• displaying offensive screen savers, photos, calendars, or objects, or linking to same
• repeated requests to go out
• requests for sex
• sexually explicit emails, text messages, posts on social networking sites, ComNet PMs, or IRC chat content

Just because someone does not object to inappropriate behavior in the VE at the time, it does not mean that they are consenting to the behavior.

Sexual harassment is considered to be “in the VE” when it happens on a VE site (including the ComNet and VE-related IRC channels), when it happens at a VE-related event (online or in person), when it happens between a VE member and a visitor, or when it happens between members outside of the VE.

All members of the VE have the same rights and responsibilities in relation to sexual harassment.

A single incident is enough to constitute sexual harassment - it doesn’t have to be repeated.

All incidents of sexual harassment - no matter how large or small or who is involved - require club leaders to respond quickly and appropriately.

The Vast Empire recognizes that comments and behaviors that do not offend one person can offend another.  This policy requires all members and club leaders to respect other people’s limits.

A complaint of sexual harassment can be made through the VE’s chain of command: notify a superior, and action will be prompt.  Please refer to the Vast Empire’s Policy and Procedures for Complaint Resolution.

Vilification

Vilification is behavior that encourages others to hate, disrespect, or abuse a person or group of people because of a personal characteristic protected by this policy.

This includes any behavior towards a particular group that encourages others to ridicule that group, be hateful or violent towards them, damage their property, or make false claims against them.

It is also a violation of this policy to give permission or help someone to vilify others, for example by posting or distributing information about them.

Some behavior may not be vilification, if it is reasonable and done in good faith (an example might be: linking to a news report about racist behavior.).  Some comments or jokes about a person’s race or religion may not be vilification, but they could still be discriminatory.  If in doubt, leave it out.

A complaint of vilification can be made using The Vast Empire’s Policy and Procedure for Complaint Resolution.

Victimization

Victimization is subjecting or threatening to subject someone to a detriment or negative consequence because they have asserted their rights under this equal opportunity policy, made a complaint, helped someone else make a complaint, or refused to do something on the grounds that it would be discrimination, sexual harassment, or victimization.  Victimizing others is unacceptable within the Vast Empire.

Example: A member is consistently under-promoted, in comparison to his peers.  When he asks why, his superior officer hints that the member’s constant championing of other members’ rights to make complaints shows that the member is not a team player.

It is also victimization to threaten someone (such as a witness) who may be involved in investigating an equal opportunity concern or complaint.

Victimization is a very serious breach of this policy and is likely (depending on the severity and circumstances) to result in formal discipline against the perpetrator.

The Vast Empire has a zero tolerance approach to victimization.  Anyone who believes they have been victimized should immediately report the matter to a superior officer, or their Division’s leadership.

Gossip

Gossip about equal opportunity problems or complaints is unacceptable in the Vast Empire.  It is not appropriate for members to talk with other members or visitors about any equal opportunity complaint, whether it is theirs or anyone else’s.

Gossip is likely to reinforce a problem, create new problems (for example, victimization), and make it harder to solve the original issue.

Members with a problem, concern, or complaint are encouraged to resolve it as quickly as possible according to the methods outlined in the Vast Empire’s Policy and Procedure for Complaint Resolution.

Breaching the confidentiality of a formal complaint investigation or inappropriately disclosing personal information obtained in an official role (for example, as an investigating officer) is a serious breach of this policy and may lead to formal discipline.


Merit in the Vast Empire

All decisions regarding recruitment and promotion of members within the Vast Empire will be based on merit - the skills and abilities of the candidate as measured against the inherent requirements of the position - regardless of personal characteristics.

It is unacceptable to ask potential recruits or candidates for any given position questions about their personal characteristics, or to in any other way seek such information about them, unless this can be shown to be directly relevant to a genuine requirement of the position.


Issue resolution

The Vast Empire strongly encourages any member who believes that they have been discriminated against, bullied or harassed, sexually harassed, vilified, or victimized to take appropriate action, and notify a superior as soon as possible.  Please do not suffer in silence.

Members who do not feel safe or confident to take such action may seek assistance from a peer within the VE’s position-and-rank hierarchy.

Scope

This policy applies to:
• all members of the Vast Empire’s High Command
• all members of the VE’s general membership
• all new members of the VE, even while still undergoing training
• how the Vast Empire provides services to its member base and how it interacts with other online entities and fan organizations
• all aspects of recruitment, training, promotion, conditions and benefits, task allocation, leave arrangements, writing/activity assignments
• on-site activity, on vastempire.com or on the ComNet or on IRC, off-site activity, on facebook or other social media; club-related social functions; conferences - wherever and whenever VE members may be as a result of their VE duties
• how members of the VE treat other members of the VE, persons visiting the VE, and other members of the public encountered in the course of their VE duties


Aims

The Vast Empire is committed to providing a safe, flexible, and respectful environment for members and visitors, free from all forms of sexual harassment.

All members of the Vast Empire are required to treat others with dignity, courtesy, and respect.


Member rights and responsibilities

Sexual harassment is a specific and serious form of harassment.  It is unwelcome sexual behavior, which could be expected to make a person feel offended, humiliated, or intimidated.  Sexual harassment can be physical, spoken, or - most importantly, given the fact that the VE is largely an online entity - written.  It can include:
• comments about a person’s private life or the way they look
• sexually suggestive behavior, such as leering or staring (this includes doing such things “virtually” in an IRC channel)
• brushing up against someone, touching, fondling, or hugging (including over IRC)
• sexually-suggestive comments or jokes
• displaying offensive screen savers, photos, calendars, or objects, or linking to same
• repeated requests to go out
• requests for sex
• sexually explicit emails, text messages, posts on social networking sites, ComNet PMs, or IRC chat content

Just because someone does not object to inappropriate behavior in the VE at the time, it does not mean that they are consenting to the behavior.

Sexual harassment is considered to be “in the VE” when it happens on a VE site (including the ComNet and VE-related IRC channels), when it happens at a VE-related event (online or in person), when it happens between a VE member and a visitor, or when it happens between members outside of the VE.

THE VAST EMPIRE’S POLICY AND PROCEDURES FOR COMPLAINT RESOLUTION



Scope
This policy applies to problems and complaints regarding:
• discrimination
• bullying and harassment
• sexual harassment
• vilification
• victimization
as described in The Vast Empire’s Equal Opportunity Policy and The Vast Empire’s Policy on Sexual Harassment.  It does not apply to other problems and complaints, which are covered under the Imperial Penal Code and Sentencing Guidelines sections of The Vast Empire Axiom.

It is a serious breach of this policy to lodge a complaint you know to be false, malicious, or vexatious.


What can you do if you are being treated unfairly?

If you believe that you have been discriminated against, bullied or harassed, sexually harassed, vilified, or victimized, the Vast Empire strongly encourages you NOT to ignore it.  Ignoring it might be interpreted by the other person as consent or acceptance.  In addition, do not respond to unacceptable behavior with more unacceptable behavior.

If you are angry and upset because of unfair treatment, the Vast Empire encourages you to take some time to prepare for what to do next, or to seek help from a superior officer.  When you have gathered support and/or regained relative calm, proceed to the next step, and consider your options for resolving an issue.


Options for resolving an issue

The following three options may be useful to consider in trying to resolve the issue:
• Self-management - prepare and then make a calm, polite, but firm request for the change you need.  Indicate the effect of the behavior or decision on you and ask for an agreement about how things need to be different in the future.  Sometimes it is helpful to record this agreement in writing.
• Informal complaint - raise your concerns with your immediate superior in your Division hierarchy, or with any other trusted senior officer in either main Division.  See ‘Informal complaint process’ below for how this works.
• Formal complaint - lodge a formal written complaint with your immediate superior in your Division hierarchy, or with the designated point-person for complaint resolution within your Division (if in doubt, approach the leader of your Division).  See ‘Formal complaint process’ below for how this works.


Possible outcomes

No matter which option you choose to try to resolve your complaint, there are a range of outcomes.  For example, taking action can lead to:
• a review of a decision
• an apology for the harm or offence caused
• an agreement that bad behavior will stop or change
• education or training for a person or group
• an informal warning or ‘quiet one-to-one chat’ with someone, by a member in a leadership position
• changed practices or procedures
• new policies or a change in policies
• reinstating a benefit (for example, an award or promotion) that was denied
• some other form of compensation for harm caused or losses incurred
• a formal warning or other formal discipline, such as transfer or demotion for the person who behaved inappropriately
It you have been treated unfairly, it will be helpful for you to consider which of these you believe will be the best solution to your problem.


Complaint process options

Informal complaint process

An informal complaint process is any way of solving a complaint without a formal complaint, investigation, or disciplinary action being taken against the respondent.

If you do not feel confident to raise or discuss inappropriate behavior directly with the person involved, you may prefer to raise the matter with another person in the VE first, such as:
• your immediate superior
• the other person’s immediate superior
• your Division’s designated point-person for complaint resolution (if in doubt about who that person might be, approach the leader of your Division)
You may ask a colleague or your Division’s point-person for complaint resolution to sit in on such a meeting for support, either by requesting their presence in an IRC channel while the informal complaint is voiced, or by CCing them in the ComNet private message when you submit the informal complaint in that way.

Non-disciplinary solutions may include a conciliation or three-way meeting (for example, performing self-management with a witness), asking a VE member in a leadership position to have an informal chat with someone, or asking for a decision to be reviewed by someone else.

Informal complaint resolution focuses on solving the problem rather than proving something inappropriate actually happened, and means that a matter can be resolved without any formal findings of misconduct.

Formal complaint process

Formal complaints of discrimination, bullying or harassment, sexual harassment, vilification, or victimization will be be addressed quickly, seriously, and sympathetically.  You will be asked to describe what has happened and why you feel it was a breach of the Vast Empire’s Equal Opportunity Policy or The Vast Empire’s Policy on Sexual Harassment.  You can ask for the matter to be investigated.  Complaints will be investigated thoroughly, impartially, and confidentially.

You may be interviewed, and so will the person or group you have complained about.  Witnesses may also be interviewed and other evidence will be considered.

Formal complaints may be treated anonymously, but generally the person or people complained about have to know who is making the complaint.  Those complained about may face discipline and have the right to know what you claim they did wrong and give their side of the story.

The investigator of a formal complaint will produce a report that contains:
• a description of the investigation process
• a summary of your complaint
• a summary of the response from the person or group complained about
• a summary of the evidence
• a finding: yes or no, there was or was not a breach of policy
• a recommendation for action (either disciplinary or non-disciplinary)
Both the person who has complained and the person or people complained about have the right to know what the finding was.  However, the person who lodged the complaint may not be told all the details of the recommendation because the level of discipline will be confidential between the person complained about and their superior officers.

Both the person who has complained and the person or people complained about may challenge the fairness of either the finding or the recommendation or both.  If challenged, the complaint may be looked at again by a different investigator, or may be reviewed by more senior members of the VE.


Victimization

Victimization is subjecting, or threatening to subject, someone to a detriment or negative consequence because they have asserted their rights under this complaint resolution policy, made a complaint, helped someone else make a complaint, or refused to do something on the grounds that it would be discrimination, sexual harassment, vilification, or victimization.  Victimization is unacceptable within the Vast Empire.  Members will not be victimized because they make a complaint, or help someone else to make a complaint.
