It gives me great pleasure to announce that the divisional leaders will begin rolling out our preparations for Chapter 9 this week!

UPDATE: You can find the opening Navy story in the Chapter 9 arc - called Prelude - right here, and the Chapter 9 wiki page is being updated continuously.

Everyone who's been around has no doubt heard about Chapter stories - I've certainly been talking about this moment for a while, now - but since it's been 6 years since the club has run one, I'm sure people have questions.  After all, most of us weren't even in the club yet, the last time there was a Chapter running!  I'll briefly explain what the big deal is with Chapters generally, and then move on to give some specific information about Chapter 9.

Chapters are long, club-wide stories, that advance the Vast Empire's timeline, IC.  During a Chapter, all 4 divisions (Navy, Army, Dark Jedi Order, and the Osk Company) write/play together, working on an integrated, cohesive campaign that significantly alters the balance of power in our club's version of the Star Wars Galaxy.

These events are much, MUCH larger in scale than our occasional competitions, and even more epic than big run-ons like the Counterpunch Campaign arc.  Everything the Navy and other divisions do in between Chapters is really just filling the gaps; the Chapters are the "main events."

We who are active right now have an amazing opportunity to write ourselves into history.  This club has been continuously operating since 1998, and participating in a Chapter story makes you a part of that ongoing VE canon.  Pretty cool, no?

To summarize: Chapter 9 is a big deal. 

In this thread I've included (very) brief summaries of our last two Chapter stories (8.5 and 8), and as I mention at the end you can also see all the other Chapters on the ComNet v.1 board.

These are pretty long stories, and they're from a different time in the club's history, but I recommend you add them to your reading list.

If you have any questions this is the place to post them and we in the NHC will try to get you an answer ASAP.

Chapter 8 (2004-2005):

Eight-year plan to advance the VE into the heart of the Core Worlds was hatched. Moorja was the first target in the plan.

Chapter 8.5 (2007):

Thrawn made a deal with the New Republic which strengthened the NR more than expected, and gave them the moral high ground in many key locations in our region of space. Our job was to destabilize the NR’s hold on the region by smearing the NR and Thrawn troops to the locals. The first objective was on the planet Abregado-rae to assassinate key political party members. The second occurred on the planet Belgaroth, and the third on planet Phu.

Current Events:

In general, the Navy has been taking advantage of the Plague Wars (Plague Wars wiki page) to expand the Vast Empire's territory whenever possible, and we've been focused on securing our borders even as we absorb billions of refugees.  We have also fought a long war for local supremacy with a rival faction, the Imperial Dominion, which has just ended with the VE's victory and the annexation of the ID's worlds.  Many of the Dominion's former holdings are now under VE military occupation.

We have assumed control of shipyards, agriworlds, and industrial facilities (both inside and out of Dominion space), and we have integrated billions of diverse workers and soldiers into our polity (almost all of whom escaped from the horrors of the Plague Wars).  The New Republic, fractured by the xenocidal bio-warfare, is on the brink of collapse, and Thrawn's Confederation is still weak after the traitorous Noghri almost killed the Grand Admiral in their betrayal at Bilbringi.  By defeating the Dominion we have secured our proverbial flank, and the Vast Empire is finally poised to expand. 

Where are we going to expand, you ask?  Time for the reveal:

The Vast Empire is going to attack The Corellian League.

Wait... who?  In our timeline, the Emperor was never reborn, and the Plague Wars has divided the Galaxy along species lines; those changes and others have led the worlds of the Corellian System to declare themselves to be independent of the other galactic factions.  These planets (Corellia, Selonia, Drall, Talus, Tralus) have closed their borders and formed the Corellian League, closing themselves off from the rest of Galactic society.

On the one hand, their strict isolationism has been a boon: the Corellian System passed through the Plague Wars relatively unscathed.  But on the other hand, the Corellians have made a lot of enemies with their policy: they have used violence to enforce their quarantine, and have refused to help the hundreds of thousands of refugees who have sought asylum in their territory, including many natives of the Corellian system.

While the League is on relatively friendly terms with the New Republic, their leader Thrackan Sal-Solo is fiercely independent; depending on the circumstances, Corellian forces will likely shoot at New Republic interlopers as readily as ships from any Imperial Faction who dare to invade.

We are daring to invade.  Sal-Solo has targeted the VE lately, in retaliation for our humanitarian efforts caring for refugees from Corellia who happen to be his political opponents.  This unprovoked saber-rattling aside, the Corellian System is between our home systems and the Coruscant System... if we're ever going to conquer Imperial Center, we're eventually going to have to take Corellia too.

And so the time has come for the Vast Empire to live up to its name.  We've defeated all the foes in our stellar neighborhood, large and small.  It is time for us to take advantage of the sabacc hand fate has dealt us, wager everything, and play the game of galactic conquest as we never have before.

As I said, we're aiming to start the Chapter as soon as possible.  The Navy story could start as early as Thursday or Friday, so here's a little more background information, and details about the Navy's first objective.


Chapter 9: Prelude

The Navy has spent the Plague Wars performing courier and defensive missions, while exploiting the chaos of the ongoing conflict to expand the Vast Empire's borders wherever and whenever possible. While the main fleets have been tasked with expanding and protecting our growing sphere(s) of influence (many worlds have joined us in order to avoid being overrun by refugees and lawless bands of deserters from various militaries), the newly formed 14th Fleet was assigned with frontier patrols, interdiction, and protecting refugee fleets as they were settled.

The 14th would protect troop transports as they picked up refugees, and would often have to fight off probing missions by forces hoping to exploit a chaotic situation. While no major engagements occurred, the fleet was heavily used, taking on more wear and tear than normal, and a major refit and replacement project has been underway for the past year, including the introduction of new vessels and fighters to some units.

The 2nd Fleet, meanwhile, was prosecuting their successful campaign against the Imperial Dominion, aided by support from the 1st Vast Imperial Fleet.  Major engagements at the 1134 System (the Battle of Bloodmoon) and the Sollamens System (The First and Second Battles of the Pulsar) set the stage for the overthrow of Governor-General Karstok's regime on Tilsec Prime, and the annexation of the Imperial Dominion into the Vast Empire.

In short, there is a lot of new territory to defend, and there are a lot of new Navy units in the mix, populated by new recruits.  Many of these newcomers were refugees from elsewhere in the Galaxy, and many of them are non-Humans. The expanded Vast Empire has a significant Gran population, so get used to seeing them and many of the species of the local systems in our fleets.  Indeed, a majority of the pilots and crewers of the frontier fleet (the 14th) are not humans.

Outline of the first Navy mission of the Chapter:

The Vast Empire's Naval Intelligence branch believes that a large task force of Corellian League warships is massing for an assault against the Nusiuu Docks, near the planet Absit.

Absit (grid coordinates J-13) is not a member of the Vast Empire, and the Docks facility is not technically under our control. That said, Absit and the Nusiuu Docks Reserve Fleet are solidly "Imperial," dedicated to protecting and maintaining older fleet resources which are no longer in active service, but are nominally available to any Imperial faction for use (including the VE).  While the ships of the NDRF are retired from active duty, they are all serviceable, and many are still combat-ready.  In fact, many of these vessels were used to save refugee populations from plague-ravaged worlds in the very recent past, and several brought survivors to planets under Vast Imperial control (we maintain jurisdiction over several ships in the yard, to the present day).  In addition, both the planetary system and docks facility are near the center of the Vast Empire's sphere of influence; they are surrounded by our recent conquests, like Belgaroth, Bestine and the other worlds along the Corellian Trade Spine, and the worlds of the Imperial Dominion.  In short, this coming move by the Corellian League is a clear attack on the Vast Empire's interests, even if it is not technically an invasion of our sovereign territory.

We believe the Corellians intend to either capture or destroy the capital ships held at the Nusiuu Docks facility.  We must prevent them from succeeding.

Our mission is two-fold:

1: We must defend the orbiting drydock facility. We can work with the local Imperials and the naval academy personnel toward this end, and allow them to use the gunnery systems on the larger ships in the yard that are under our jurisdiction.  This manpower drain puts the facility at risk to an extent, but as the Corellians are coming in anticipating an unsuspecting opponent, this surprise trap may benefit us more than it hurts us.  We can keep our forces hidden either a quick microjump away or mixed in with the stored vehicles... or both.  The plan is to draw in the enemy and catch them in a pincer move.

2: We have to prevent the enemy from stealing or scuttling the vessels docked at Nusiuu. Even with the full might of the Absit forces and academy staff and students, there is no way to operate each vessel with a skeleton crew, much less be able to repel boarders successfully. It is imperative to deny the enemy boarding parties access to the vessels. This is contrary to official doctrine, which favors striking at the flagship of an enemy fleet and only then picking apart the smaller craft. The smaller craft are the larger thread, this time. We must deny the opposition access to the yards and then either drive off or destroy the enemy fleet.

As Grand Admiral Thrawn proved a few years ago with his capture of much of the Katana Fleet, even older capital warships can be deadly, especially if you have enough of them.  We need to preserve friendly Imperial resources and deny them to the enemy.

Criteria for success:

It is imperative that we meet the following conditions:

1. Surprise, to spring our trap

Getting into position and allowing the enemy to fully commit to the attack is key. While some units may deploy with the local defense and academy forces to bolster their numbers, we must hold back/remain hidden until the Corellians are fully in the trap.

2. Balance and Contingency Planning, to counter threats large and small

The major threat is the tiniest. Keeping the boarding parties from successfully taking control of any ships in the yard is essential. They will be heavily armed, well-trained, and capable of stealing or sabotaging any vessel they get their hands on. Since the yard is very, very good at their work, even the most mothballed ship is capable of flight - and combat - operations. Also, scuttling of one craft could easily damage any adjacent ships as the yards are built to hold a lot of vessels in a minimum amount of space.

The other big threat is whatever capital ships and starfighters are brought to the fight. There are unconfirmed reports from VENI that this will be a combined operation by many adversaries; although led by the Corellian League, we could face fleet elements from the New Republic, or other galactic factions.  We should expect to find - and exploit - any variations in tactics or perceived weaknesses in distributions in types of vessels and fighters.

3. Holding the Line, to set ourselves up for future operations against the Corellian League

We have to make the enemy pay. Fending off this attack today will not be easy, but it is possible, and we're much better equipped to deal with this attack today than we will be able to fight any stolen fleet vessels down the line."

This will be a significant event, both IC and OCC, so I feel compelled to ask.  How many Fleets will we be committing to this?  Is it just the Second Fleet, or do we get the pleasure of the First Fleet and its massive flagship too?

The primary fleets the Vast Empire will be bringing to bear are the 14th Vast Imperial Fleet (the relatively new "frontier fleet") and the 2nd Vast Imperial Fleet (the storied "offensive fleet" of legend), but I can't rule out the participation of elements of the 1st Vast Imperial Fleet (the old skool "defensive fleet").  The 1st will - as always - be primarily responsible for defending the Vast Empire's territories, along with the VE's reservist planetary defense forces, but with the other major factions relatively weak at the moment, it may very well be possible for elements of the 1st to join us on campaign.  Sorry to give you a cagey answer, but while I won't rule out the participation of big ships like the Loyalty or the Atrus, I can't confirm that they'll be involved, either.

EDIT: Certainly at the start of the Chapter, the Adjudicator will be the largest ship the VE has on hand, and it will serve as the Navy's headquarters for the campaign's start (and in the early stages of the eventual invasion, it will be the headquarters for the Army too, until a beachhead can be established).

Only one question from me really: are Strill going to have a more commando role in this than we've had before? i.e. More ground fighting.

As with the Counterpunch Campaign, actions will have consequences.  That means that OOC the more activity you put in, the more perks you'll get, and it means that your character's IC actions will have far-reaching effects as the campaign continues.  Right now, Strill's on-the-ground record is mixed.  I think it's fair to say you'll have a LOT of opportunities for out-of-the-cockpit fighting (especially considering this first mission is all about deception and defense of so many warships), but your performance early on will likely determine how often those opportunities are extended to you again, as the campaign continues.

It's the same as it has been: the more you put in to the experience, the more you'll get out of it. 

One other thing: much like in initial Academy training, I'll also be looking to make sure Strill can balance bad-assery with some realistic flaws.  You're going to be side-by-side with VEA units eventually on this Chapter, most likely, and that will no doubt invite comparisons.  A little healthy competition is good, but you have to remember: Strill is a starfighter squadron primarily, not a trooper unit first.  It may be a delicate balance to strike, but that's the entire point of the squadron: we have to see how you guys are different (for better and for worse) than a regular Stormtrooper Corps unit.  If you can't sell that distinction with subtlety and finesse, the experiment will have to end, and I don't think any of us wants that.    If you haven't yet, I recommend the Wraith Squadron books in the X-wing series of novels.  That's the sort of nuanced storytelling that's needed, to make Strill work.

With not only the Second Fleet HQ but also the Joint Forces Command HQ aboard, the Adjudicator will be trying to stay back from the main fighting for this first mission, much to Trykon's chagrin.

I've spoken with the starfighter corps leaders a bit, but I'll reiterate here:

The Adjudicator and most of Task Force Aurek will be falling back to a short hyper jump's distance away from Absit, after dropping off our marines and many of our starfighter squadrons.  These will bolster the defenses of the Nusiuu Docks, along with Task Force Besh of Second Fleet.  The left-behind units/ships will spread out throughout the facility, masquerading as more powered-down Imperial ships in mothballs, while the additional personnel will man gun turrets and form counter-boarding parties.  The VE forces will work with the locals to set a trap for the Corellians: once the boarding parties arrive, they'll find a bunch of manned turbolasers turrets and heavily-armed fighter and bomber squadrons, waiting for them.  And then, just when they're reevaluating their mission, the 14th Fleet and Task Force Aurek from the 2nd will revert to real space behind them.

Great posts so far, everyone!  I'm really impressed by the quality of the prose, guys.  It's tough sometimes to make character development compelling in this sort of environment (with personal characters that may not be the "protagonist" of a story thread at any given moment), but I'm enjoying reading all of these introductions.  Really proud to be writin' with you all!

Some CD, and I have decided that Serpent's rapid rise through the ranks, combined with his magic survival of the fiasco at Sollamens, has earned him some enemies.  His focus in the coming campaign will be to prove he is still the man to be XO of the Second Fleet!

Okay, I have posted again.  In my first post I included Serpent's realisation that his bridge crew is now almost entirely human, which does not look good for a VE trying to demonstrate how different it is from Palpatine's Empire.

In this second post, I have continued the racism angle.  I have decided that the Second Fleet has had a few former Imperial Dominion personel added to their number.  It makes sense that we would absorb them, right?  Of course, such people were all human and notoriously anti-alien, so are not received well.  The presence of these individuals will only add tension.

Also, I threw in a little political term that my own politics lecturer spoke of at length of during my college days.  'Citizen' is a term for people who vote in a republic.  That works fine for Americans and the French, and for the inhabitants of the Republic in Star Wars.  However, let's all remember that our characters do not vote, they do not elect their leaders.  Heck, I doubt they are protected by any Constitution or anything.  They have no rights and so are not 'citizens', they are imperial 'subjects'.

I'm pretty sure I have written the oxymoron 'VE citizen' several times, so now I am correcting that nonsense!

Although the whole piece was interesting to read - the political clarification at the end all the more so in fact - I for one still admit that I personally enjoyed the pink and orange stuff inclusions more than everything else

Great posts, everyone!  Avalar, I love that Jexxel is starting out so splintered, but that you're using the disunity as an opportunity for some conflict that leads to relationship-building.  That should come in handy when we get to the action, and it's good fun to read in the meantime.  DeepSix, I'm so happy you're back to form; I doubt I'll catch you in post count if you stay this prolific, but the trade off in inspiration is well worth it.  And Serpent, you always set the bar for classiness, with nuanced prose that finds a really great balance between comedy and tragedy.

Two things that come to mind about words, though:

1.) While the word "citizen" carries connotations of Republican institutions, it isn't actually an anti-Imperial word, denotatively.  There were citizens of the Roman Empire, for example.  And while the Vast Empire is certainly an Empire, we are also a very clever totalitarian regime: we allow a robust public political life to continue on our worlds and territories, with a Senate on Lotaith and so on.  It's just that real power lies with the Supreme Moff (caretaker of the vacant Imperial Throne).  Besides, only monarchs have "subjects," and as I said, Supreme Moff Kadann hasn't been made an Emperor in name... yet.  While I like the exchange as written, in terms of a political conversation that reveals the characters' values, I thought I'd offer some meta-level disagreement with the assertions made, just so nobody is misled.    We DO, in fact, have VE citizens.  Indeed, offering citizenship to conquered foes - like those from the Dominion, say - is one of our most effective ways of moving past conflicts and bolstering our polity.  Holding out a roadmap to citizenship has also kept the incredibly poor, agitated refugee communities on a productive track, rather than letting them fall into resentment and despair, which would no doubt have led to much more widespread crime and subterfuge on their part.

2.) I also really appreciate that you're tackling prejudice in your posts, Serpent, since it's one of the major ways the VE differs from the Empire as seen in regular canon, and indeed how we differ from the other Imperial style factions in our club's canon.  Heck, in our timeline, even the New Republic has been left deeply divided along species lines, by the xenocidal, species-targeting nature of the Plague Wars.  But the proper Star Wars terminology is speciesism, humanocentricism, or xenophobia.  "Racism" isn't technically accurate for one thing, and for another I find that leaving the word unsaid - a word which is a powerful, visceral reference to a hugely triggering concept for some people - can actually make the allegory's impact even greater.  People are lulled deeper into engaging with the underlying meat of the scene - prejudice, privilege, etc. - without sort of putting up their guard after hearing the familiar buzz word (a word like "prejudice," or "privilege," or "racism.").  This one's more a style suggestion than a correction, but I thought I'd offer it too. 

Okay, folks, this is more like it.  I'll start working on my second post of the story, and we'll move closer to Absit, and the preliminary stages of the first battle of Chapter 9!

Awwww thanks Triptych (don't question the new nickname). I was looking for a good way to resolve this without too much public violence or anger, and Deep helped open an opportunity for that. Plus I get to throw around a new nickname for Makenna for the heck of it since her call sign really shouldn't be Avalar at all.

Am currently juggling a few different VE projects and/or stories that I want to finally finish or on the contrary start out so that's part of the reason I have not yet started a proper arc in Ch. 9. Other reason is that it appears it's currently still in the intro phase and I should also talk about some things with Grey before I set any specific goal for myself. Once I'll finally set that goal however you can expect less filler posts and more action/CD packed ones. For now I'm still trying to figure out what sort of theme I should pick - whether to emphasize action scenes, to really delve in some psychological affairs in some intricate CD or maybe try out a more thrilling and/or sinister approach altogether. Although I know now what's more or less going to happen next, I'm still not really getting a strong vibe from any of the choices present...

If anyone has any ideas my PM box is always open though

Thanks for the clarification, Trick!  I honestly didn't know that there was a Senate on Lotaith!  Okay, I won't feel so bad for using the term 'VE citizen' anymore.  And as for the racism angle, I'll try to keep it to more Star Wars-y terms.  I like 'speciesism' myself and will use that as my plot unfolds.

Also, thanks for the praise, Avvie!  If I may return the compliment, I love the way you write the conflicts and personalities of Jexxel.  You have a knack for giving the squadron's NPCs life and depth that really helps bring the whole unit to life.

Part of my excitement for running a Chapter is, with all the interdivisional coordination, it should be much easier to flesh out the very heart of the Vast Empire: worlds like Cepany and Lotaith, and the institutions thereon.

After conversing with Trick a bit, I've finally posted my first post up to Chapter 9. Hope it's up to par.

Trick's given me authorization to create a "new" position: the Chief of Naval Medicine, taken up by former CMO on the Adj, Dr. Habend; planning on using this as a key step in my arcs for Chapter 9.

Also pulled your NPC, Docker Gibbs, out of the darkness, Trick. Hope it's not a problem that I'm kind of casting him as an antagonist to the Medical department.

Just try to eventually explain WHY he wants to do things different, Fishhead, and you can have Gibbs do anything you want, for story reasons.  The rule of the game is justifying your authorial choices. 

And Xanatos, I have to say I really enjoyed your latest post.  It may not have advanced the plot very far at all, but in terms of character development, it was some of the most endearing conversational writing I've read hereabouts.  Well done, and give yourself a little more credit, in your AAR!

Xan and I have been trying to work it out so he has some NPC's to lean on for Ch 9 since originally we had all of our NPC's chosen. And Xan, I absolutely loved the conversation. The friendship between the three is very enjoyable. And nice to see since Jexxel is so disheartened overall >.>

I have school work to attend to today as well as dinner + fireworks (AZ does its show a day early. I don't remember the logic...) so unless I get the spark of inspiration, I will hold off til Thursday to post. I know Maroy had a post halfway written, and I encourage Xan to write more if possible.
